RUSSON, Justice:

Plaintiff Utah Sign, Inc., appeals from the district court's order dismissing its complaint for lack of subject matter jurisdiction pursuant to Utah Rule of Civil Procedure 12(b)(1). We affirm.

In May 1992, Utah Sign submitted an application to defendant Utah Department of Transportation (UDOT) for a permit to erect a sign at 2995 South Davis Drive in Salt Lake County, Utah. UDOT denied the application, stating that no sign would be allowed...
