This is an appeal by the State of Louisiana, through Richard Ieyoub, Attorney General, dismissing the State from a suit alleging violations of the State's monopoly and unfair trade practices laws, on grounds that the State lacks the procedural capacity to participate in these actions. Because we find that the pertinent State statutes specifically authorize the Attorney General to bring and prosecute both monopoly and unfair trade practices actions...
