Pursuant to a plea agreement, the defendant, Samuel Senegal, entered a plea of nolo contendere to the charge of possession of cocaine, a violation of La.R.S. 40:967. The trial court, without entering a plea of guilty, deferred further proceedings and placed the defendant on supervised probation for a period of one year. La.R.S. 40:983. One of the conditions of the plea agreement was that the defendant reserved his right to appeal the trial court's ruling...
