The court below found appellant, John M. Mamoulides, District Attorney for the Parish of Jefferson (District Attorney), liable to appellee, David West, Jr. (West), in the amount of $10,000.00 for wrongful arrest and detention. We reverse.

West wrote a check for $315.32 to Sears in August of 1985. The check was returned for insufficient funds. Sears notified West by letter, but he did not respond...
