This is a summary judgment case involving the application and interpretation of the Texas Tort Claims Act1 which waives governmental immunity in limited situations. While walking to her parked car at night, Della Bishop stepped into a hole and suffered a broken leg. The hole contained a water meter box with a defective lid.
