Appellant, Edward Bulin, had the misfortune to be injured in an auto accident in the District of Columbia involving appellee Klaus Stein, a German national. By the time Bulin filed this action, Stein had removed himself from the country. Both Stein and his insurer went out of their way to frustrate Bulin's attempts to serve process.
