OPINION

LIVINGSTON, Justice.

On February 16, 1992, the car in which Michael Kevin Perkins was a passenger was stopped by police for speeding. The police patted down Perkins and found a small bag of marihuana in his pocket. On March 5, 1992, the State charged Perkins with the possession of less than two ounces of marihuana, announced ready for trial, and filed a plea bargain offer with the court. Perkins was not notified about the charges or the plea bargain...
