This action arises out of Plaintiff's employment at the Soldiers and Sailors Home operated in Erie, Pennsylvania by Defendant Commonwealth of Pennsylvania, Department of Military Affairs ("DMA"). Plaintiff alleges that Defendants violated 42 U.S.C. §§ 1983 and 1985 by depriving him of his civil rights under the First and Fourteenth Amendments to the U.S. Constitution.
