Cincinnati Police Officer Pierce Bryant arrested appellant Antonio Johnson, a thirteen-year-old, for felony theft under R.C. 2913.02 (delinquent child under R.C. 2151.011). Officer Bryant stated that while on an off-duty detail at a Kroger's store in the Corryville section of Cincinnati, he observed Johnson and two other juveniles conceal cigars, alcohol and condoms and attempt to leave the store...
