This is an appeal of a final order from the State of Florida Department of Transportation (DOT) denying appellant's applications for permits for two billboards in Palm Beach County: one located on Okeechobee Blvd., and one along I-95 between Blue Heron and Northlake Boulevards. Both applications were denied for failure to include the applicable permit fee with the application, and the I-95 billboard was denied for the additional reason that it did not...
