On July 11, 1991, appellee Harkins & Company (hereinafter "Harkins") filed a complaint against appellant Mississippi Insurance Guaranty Association (hereinafter "MIGA"). After 30 days passed without any action by MIGA, Harkins filed an Application for Entry of Default and Supporting Affidavit on August 22, 1991.
