This matter comes before us on seven certified questions from the Superior Court. See G.L. 1956 (1985 Reenactment) § 9-24-27; Super.R.Civ.P. 72. The seven questions arise out of Lincoln Chief of Police William P. Strain's request for readmittance into a local police bargaining unit.
