Ulysses Braxton brings this action pursuant to 42 U.S.C. § 1983 for alleged violations of his civil rights by defendants, who are employed as police officers by the City of Cleveland. The complaint was dismissed as frivolous on July 25, 1995, because it lacked an arguable basis in law. Braxton has moved this Court to reconsider its judgment and for leave to amend the complaint.
