On February 12, 1993 the respondent, 21-year-old Tom Dean Hince, was charged with gross misdemeanor theft and gross misdemeanor receipt of stolen property relating to the theft of a handgun, in violation of Minn. Stat. §§ 609.52 subd. 2(1), 609.53 (1994).
