Appellants Steven Anderly d/b/a Nye's Polonaise Room Restaurant, et al. brought this action against respondents City of Minneapolis, et al., seeking declaratory and injunctive relief for actions taken by respondents in furtherance of a redevelopment plan for an area containing historic buildings.
