On April 5, 1995, the Clerk of the Indiana Supreme Court, Court of Appeals, and Tax Court ("Clerk") distributed a memorandum concerning a proposal to contract out the Clerk's microfilming operations. The memorandum was sent to the Chief Justice of the Indiana Supreme Court, the Chief Judge of the Indiana Court of Appeals, and the Judge of the Tax Court.
