CLIFFORD, Justice.

The City of Portland is now, and was in 1977, a participating local district in the Maine State Retirement System. See 5 M.R.S.A. § 18201 (1989 & Supp.1994). Pursuant to state law, employees of the City were eligible for one of two separate retirement plans. Police officers and firefighters were eligible for a "special plan" retirement plan (special plan) permitting retirement after twenty years of service with no age qualification...
