The plaintiffs, all police officers for the Illinois Department of Central Management Services (CMS), sued their employer for damages and back wages under the Fair Labor Standards Act (FLSA), 29 U.S.C. §§ 201-219, and the Illinois Minimum Wage Law, 820 ILCS 105/1-15 (1992).
