Plaintiff seeks a declaratory judgment that § 63.011 of the Texas Election Code violates rights guaranteed to him by the First and Fourteenth Amendments to the United States Constitution and 42 U.S.C. § 1983, an injunction restraining defendant from enforcing § 63.011, and reasonable costs for prosecuting this action.
