On March 16, 1993, a United States grand jury sitting in the Eastern District of Wisconsin returned a one-count indictment against appellant Cedric Mitchell charging conspiracy to possess with intent to distribute an excess of five kilograms of cocaine in violation of 21 U.S.C. § 841(a)(1) and § 846. On May 5, 1993, this appellant with his retained counsel appeared and was arraigned on that one-count indictment...
