For sixteen years prior to 1994, a Christmas tree and a menorah have been placed on the Town Green of Trumbull, Connecticut (the "Town") during the holiday season. The tree was a permanent part of the Green and was decorated by the Town, although a private group had participated in the lighting celebration.
