ANDERSON, Circuit Judge:

On January 6, 1992, the United States Coast Guard seized the Panamanian vessel M/V Harbour (the "Harbour") in international waters. Upon boarding the ship, the Coast Guard discovered cocaine concealed underneath zinc concentrate in one of the cargo holds. Appellants, 17 of the Harbour's crew, were convicted of conspiracy to possess with intent to distribute, and possession with intent to distribute, cocaine aboard a vessel subject to the jurisdiction...
