Bobby Lee Hannah, a Tennessee prisoner, appeals the dismissal of his petition for writ of habeas corpus filed under 28 U.S.C. § 2254. For the reasons to follow, we AF- FIRM IN PART and VACATE IN PART, and REMAND the case for further consideration.
