SUHRHEINRICH, Circuit Judge.

Petitioner-Appellant Robert E. Berg ("petitioner") appeals from the district court's order granting the government's motion to unseal Title III recordings. In the meantime, the lower court has also ordered that its disclosure ruling be stayed pending the outcome of this appeal. The issue presented is whether a federal investigative officer may turn over wiretaps from a federal investigation to a state attorney...
