This case arises because the Mississippi Board of Bar Admissions (Board) seized upon a vacuum in its rules, abandoned a long held policy and leaped into a quagmire. The applicants now before the Court claim that the decisions of the Board were motivated by race or had a disparate racial impact or were no more justified than other twists of the rules which would benefit them, and were, thus, arbitrary and capricious.
