Eva S. Jackson, plaintiff, filed suit for a writ of mandamus against the Assumption Parish School Board (Board). Plaintiff alleged that on October 12, 1993, she wrote a letter addressed to P. Edward Cancienne, Jr., Superintendent, and requested an appearance before the Board at its regularly scheduled meeting on November 3, 1993.1
