The Air Line Pilots Association brought this action under 42 U.S.C. §§ 1983, 1986 and 1988 seeking to compel the City of Chicago, its Department of Aviation and a manager of its advertising services, Transportation Media Incorporated, to display an advertisement in one of the diorama display cases in Chicago's O'Hare Airport.
