Plaintiff Gloria Thomas brought this action against defendant, the Georgia Department of Human Resources ("DHR"), pursuant to the Georgia Tort Claims Act, OCGA § 50-21-20 et seq. According to the complaint, plaintiff was injured in a cafeteria at the West Central Georgia Regional Hospital.
