Defendant-appellee, Jack C. Conrad, director of the Department of Motor Vehicles, ordered the revocation of plaintiff-appellant Harold M. Ruch's license to operate a motor vehicle because of the latter's refusal to submit to a blood alcohol test, contrary to the provisions of the then-applicable statutes, as hereinafter set forth.
