BOWMAN, Circuit Judge.

On the basis of the government's assertion of the state secrets privilege, the District Court1 dismissed the plaintiff's Federal Tort Claims Act (FTCA) and Bivens claims. The plaintiff, William C. Black, Jr., appeals. We affirm.
