OPINION

LUCAS, C.J.

California Constitution, article VI, section 4, provides: "In each county there is a superior court of one or more judges. The Legislature shall prescribe the number of judges and provide for the officers and employees of each superior court.... [¶] The county clerk is ex officio clerk of the superior court in the county." (See also Gov. Code, § 26800; all further section references are to this code....
