After respondent Goodhue County (the county) passed an ordinance prohibiting nudity in liquor establishments, appellant bar owners brought an action in district court seeking a declaratory judgment that the ordinance was unconstitutional and an injunction prohibiting the enforcement of the ordinance against them.
