PER CURIAM:

On September 13, 1985, appellant Neal Seader ("Seader") suffered an industrial injury to his lower back while working as a fire fighter for the Clark County Fire Department ("fire department"). Seader was attempting to lift a three-inch hose, which weighed approximately 120 pounds, when he felt a pop in his lower back.
