David Dyer, a Springfield, Illinois police officer also employed as a private security guard, arrested Crystal Pickrel following an altercation he had with her at a restaurant. After charges against her were dismissed, Pickrel sued Dyer, his public employer (the City of Springfield), and his private employer (McGraw Enterprises). Two of Pickrel's twelve claims were federal claims under 42 U.S.C. § 1983 against Dyer and the City for Dyer...
