Appellant American Federation of State, County, and Municipal Employees, Council 14 (AFSCME) sued respondent City of St. Paul (the City), alleging that the City engaged in unfair labor practices in violation of the Public Employment Labor Relations Act (PELRA), Minn.Stat. §§ 179A.01-25 (1992).
