This is an appeal from a ruling on judicial review of agency action by the Iowa Department of Natural Resources pursuant to Iowa Code section 17A.19 (1989). The district court's order affirmed a decision by an administrative law judge, which had been adopted as the final agency decision. The administrative law judge's decision upheld the validity of an agency order finding that appellants, Blue Chip Enterprises, Chicago and North Western Transportation...
