This case involves the efforts by a federal employee, appealing pro se, to obtain the benefits of one of the retirement options provided by Congress, and illustrates the difficulties an employee can have trying to find his way, with no help from the Office of Personnel Management (OPM), through themaze that constitutes the federal retirement system statutes and rules.
