This lawsuit arises out of the lengthy and ultimately fruitless efforts of plaintiffs to secure the necessary permits, zoning approvals, and regulatory clearances from various agencies of the District of Columbia government in order to begin construction of a 56 megawatt cogeneration facility on the campus of Georgetown University.
