Plaintiff Rosa Higgins filed this action on June 24, 1994, alleging that Defendant United States is liable under the Federal Tort Claims Act ("FTCA"), 28 U.S.C. § 2671, et seq, for personal injuries sustained by Higgins at a United States Post Office in Winston-Salem, North Carolina. This case comes before the Court on the United States' 12(b)(1) motion to dismiss for lack of subject matter jurisdiction...
