Appellants, Woon Hur, his wife, Myeng Hee Hur, and his daughter, Woo Young Hur (collectively referred to as the Hurs), filed this suit against appellees, the City of Mesquite (the City) and Ted Barron, a city official, for personal injury damages arising out of an automobile-pedestrian accident involving Woo and the motorist, Alex Goodman.
