Plaintiffs-Appellees, Fred Phelps ("Phelps") and Edward Engel ("Engel") (collectively "Plaintiffs"), are both Topeka, Kansas residents active in a campaign against homosexuality. Defendant-Appellant Joan Hamilton ("Hamilton") is the district attorney for the Third Judicial District in Topeka.
