This matter concerns the appropriate determination of value for a rent subsidized apartment complex located at 200 Levee Drive in Shakopee, Minnesota. The property currently houses low-income, elderly tenants whose rent is subsidized pursuant to the Fair Housing Act, 42 U.S.C. § 1437f.
