LARSON, Justice.

This case involves a notice by the holder of a sheriff's deed to a former mortgagor that the property was about to be sold and giving the mortgagor the first opportunity to buy it. See Iowa Code § 654.16A(5) (1993). The question is whether notice sent by certified mail, return receipt requested, is sufficient or whether the notice must be sent by restricted certified mail.
