This consolidated appeal stems from five actions initiated by insanity acquittee Coy Ray Phelps against the United States Bureau of Prisons (BOP), the Springfield, Missouri Federal Medical Center (FMC) Warden, R.H. Rison, the United States Attorney General, and other BOP and FMC personnel. The only substantive issue presented is whether the Springfield FMC is a "suitable facility" for Phelps within the meaning of 18 U.S.C. §§...
