WILLIS, Judge.

On appeal from a summary judgment, Robert Zeman argues that the city's erroneous revocation of his rental license effected a taking of his property. Zeman also appeals the district court's grant of summary judgment on his constitutional claims and the court's issuance of a protective order. We affirm the summary judgment on Zeman's vagueness claim, procedural due process claim, and equal protection claim. We reverse the summary judgment...
