Carter, bring this action against the District of Columbia and two individual United States Park Police officers, Robert W. Kolsch and David S. Reynolds, regarding the death of Mr. Carter. The District of Columbia moves to dismiss the action as to itself, arguing that the Court lacks subject matter jurisdiction...
