Hardin County, d/b/a Hardin Memorial Hospital (Hospital), appeals from an order of the Hardin Circuit Court finding that Hardin Memorial Hospital is a public entity, and that the patient records housed therein are public records subject to the Open Records Act codified at KRS 61.870 to 61.884.
