Appellant contests the district court's determination that the Commissioner of Human Services lacked jurisdiction to consider appellant's challenge of an agency decision. Appellant argues that respondent failed to timely raise the issue of jurisdiction and, alternatively, that appellant timely appealed the agency decision by satisfying the "good cause" requirement of Minn.Stat. § 256.045, subd. 3 (1992).
