The City of Pagedale refused to allow plaintiffs to operate an outdoor flea market. Plaintiffs sued, alleging constitutional violations under 42 U.S.C. §§ 1983 and 1985, and seeking injunctive relief and a declaratory judgment. The trial court granted summary judgment for City.1
