The result of this chapter is that a jury trial will be held to sort out whether, on May 27, 1991, Konerak Sinthasomphone's right to the equal protection of the law was violated based on race, sex, and sexual orientation by two Milwaukee police officers and by the customs and practices of the Milwaukee Police Department.
